Ralph Payne is a member of a U.S. intelligence agency. Feeling that he could not effectively fight crime in his civilian guise, he turns to costumed crime fighting, becoming Arrow. His primary weapon is his skill with bow and arrow, though he is good at fighting even without his weapons.
The Arrow is the first super-hero to use archery as a primary gimmick. He is also the third American costumed hero to appear in comic books (after the Clock and Superman).
